An observing system can study various topics at different scales, and its facilitation requires a coordination of the actors. Thus, the success of such a tool may necessitate setting clear objectives at the beginning, which can be diversified afterwards. This first episode clarify the global goals of a coastal observing system, the issues encountered during the launch and the long-term period.
